

The School of Law, Dhirubhai Ambani University will host Shri Faiz Ahmed Kidwai, IAS, Director-General, Directorate General of Civil Aviation (DGCA), as the Chief Guest for the Senior Executive Development Programme in International Aviation Law & Management (Batch 2), scheduled to be held on 20–21 November 2025 at Pullman, Aerocity, New Delhi.
Recently appointed as Director-General of the DGCA by the Appointments Committee of the Cabinet, Shri Kidwai brings extensive experience in public administration and regulatory governance. A senior IAS officer of the Madhya Pradesh cadre, he has previously held several key positions within the Government of India, including his most recent role as Additional Secretary in the Department of Agriculture and Farmers Welfare.
His engagement with the Programme comes at a consequential moment for India’s civil aviation sector, which is currently navigating complex regulatory and operational questions, including proposed reforms relating to flight duty time limitations, safety oversight, and institutional capacity. The Programme provides a forum for senior professionals, regulators, and industry stakeholders to critically examine these developments through the lens of law, policy, and management. As Chief Guest, Shri Kidwai will deliver the valedictory address, offering insights into emerging regulatory priorities, the evolving role of aviation authorities, and the challenges of aligning safety, growth, and governance in a rapidly expanding aviation ecosystem.
His participation underscores the Programme’s emphasis on direct engagement with contemporary regulatory leadership, enabling participants to situate doctrinal and managerial discussions within the realities of current policy-making rather than abstract frameworks.
